Interesting! I was a little worried that they were offering cash directly to adopters at first (not that i haven't considered that for anyone who'll adopt Ziggy) :-) But I'm glad they're just offering the cash to rescue groups, who should then be responsible enough to take in only the dogs they can place into good permanent homes. I'd be really curious to see if this helps or not.
